  • THE BCYA
    The Baltimore City Yacht Association (BCYA) exists to organize, sponsor, and promote sailing on the Chesapeake Bay, in and around the Baltimore (Maryland, USA) harbor. The club has approximately 25 yachts and 75 dues paying members and is a member of the Chesapeake Bay Yacht Racing Association (CBYRA). We sponsor the Tuesday evening summer racing series in Baltimore Harbor, as well as two of the major CBYRA Saturday race events. New members are always welcome. Click here for membership information.

    TUESDAY NIGHT RACE RULES CHANGES
    RECENT CHANGES TO THE BCYA BLACK BOOK SAILING INSTRUCTIONS
    (This revision goes into effect immediately.)

    COMMERCIAL TRAFFIC:
    10.3 Any attempt to exercise right of way over, or to interfere or threaten to interfere with, a commercial vessel, shall constitute grounds for a protest, which may be brought by the Race Committee, or any other competitor.

    10.3.1 Any boat protested under this section of the Sailing Instructions shall have the onus of satisfying the Protest Committee that her actions did not violate this section.

    10.3.2 If a violation of this section is found to have occurred, the protested boat will be disqualified from the race. At its discretion, the Protest Committee may suspend the skipper for one or more races.
    (These revisions went into effect in 2012 but are worth reviewing as the Black Book is being updated.)

    ONE PENALTY TURN:
    Black Book Rule 11.2 now moved to Rule 9.7 and modified to declare "A boat may take a One-Turn Penalty when she may have broken a rule of Part 2 or rule 31 while racing. However, when she may have broken a rule of Part 2 while in the zone around a mark other than a starting mark, her penalty shall be a Two-Turns Penalty."

    VALIDATION OF A PROTEST:
    Black Book Rule 11.9: RRS Rule 63.5 is changed to: "At the beginning of the hearing, if there is no objection, the protest or request is valid and the hearing shall be continued. If an objection is made, the protest committee shall take any evidence . . . [no further change]."
